Global proxy and identity configuration

Safety CLI's proxy, authenticated, and other global settings can be configured at the system or user level so that these settings do not have to be repeated.

This configuration is stored in config.ini at Safety CLI's user or system path, which differs based on the operating system. Safety's configure command let's you easily set these configurations. Using Safety CLI enter safety configure --help for more details.
